Bailey, a native of Wenzhou, Zhejiang Province, is a lecturer in Business School of Wenzhou University. He graduated from Zhejiang University with a doctor's degree in leisure science, and is mainly engaged in the research of leisure service, leisure tourism and cultural industry. He has studied in Japan, Holland and other places.

Published papers in Zhejiang Social Sciences, Zhejiang academic journal and other academic journals. He presided over many projects, such as Hangzhou International City Research Center, Wenzhou Longwan District decision making Advisory Committee, etc.
